On 2/12/16 Google has officially stated that their sharing photo service, Picasa, will be retiring in the next coming months in replacement of Google Photos.
Although no specific date or time frame was given to the "retirement" off Picasa, Google has advised to start moving items from Picasa over to Google Photos in order to preserve your "mementos."
Not surprising to see another Google product be replaced by a new "modern" replacement in today's tech world, only to be improved altogether by none other than Google itself; Google keeps bettering themselves product by product.
For the consumer and user the end of Picasa only means a transition a "breath of fresh air" that will become Google Photos.
